The World Health Assembly has encouraged WHO member-states to establish capacity in health technology assessment (HTA) as a support for achieving universal health coverage (UHC). Simultaneously, the WHO has stated that UHC is “a practical expression of the concern for health equity and the right to health.” This has prompted questions about potential tensions between priority-setting efforts and the right to health on the road to UHC. Ever since proposals for generalizing the theory of natural evolution have been put forward, the aims and ambitions of both proponents and critics have differed widely. Some consider such proposals as merely metaphors, some as analogies, some aim at a real generalization and unification, and some have even proposed to work out full reductions. In this paper it is argued that these different forms of generalizing the theory of evolution can be systematically re-framed as different approaches for transferring justification from (...) the natural to the cultural realm, and that their differences are basically a matter of degree. Cultural evolutionary psychology (CEP) accounts for the cultural evolution of cognition. It is based on evolutionary psychology and cultural evolutionary theory and aims at a synthetic attempt which is achieved by what we want to call ‘generalization by recursion’. We argue in this paper that the evolutionary psychology program as a whole could greatly benefit from CEP’s generalization. As we will show, there is one theoretical element in particular, that CEP relevantly generalizes in contrast to its predecessors. It comes from (...) cultural evolutionary theory and has been referred to as the ‘dual inheritance argument’. CEP’s novelty consists in showing that not only cognitive products (‘grist’) but also cognitive mechanisms (‘mills’) are subject to cultural evolution and provides lots of empirical evidence for this claim. This account is ‘recursive’, because CEP’s generalization of the dual inheritance argument theoretically employs a recursive feedback-loop between cultural learning and cultural evolution. We also argue that this account might be considered to supersede unificatory and reductionistic efforts of its competitors, because it is stronger than purely structural or analogical unification while at the same time it is not too strong in order to fall prey to implausible reductionism. We develop and apply a multi-dimensional account of explanatory depth towards a comparative analysis of inflationary and bouncing paradigms in primordial cosmology. Our analysis builds on earlier work due to Azhar and Loeb (2021) that establishes initial conditions fine-tuning as a dimension of explanatory depth relevant to debates in contemporary cosmology. We propose dynamical fine-tuning and autonomy as two further dimensions of depth in the context of problems with instability and trans-Planckian modes that afflict bouncing and inflationary approaches respectively. In (...) the context of the latter issue, we argue that the recently formulated trans-Planckian censorship conjecture leads to a trade-off for inflationary models between dynamical fine-tuning and autonomy. We conclude with the suggestion that explanatory preference with regard to the different dimensions of depth is best understood in terms of differing attitudes towards heuristics for future model building. Generalized Darwinism models cultural development as an evolutionary process, where traits evolve through variation, selection, and inheritance. Inheritance describes either a discrete unit’s transmission or a mixing of traits. In this article, we compare classical models of cultural evolution and generalized population dynamics with respect to blending inheritance. We identify problems of these models and introduce our model, which combines relevant features of both. Blending is implemented as success-based social learning, which can be shown to be an optimal strategy.

This article examines whether the degree of religiosity in an institutional environment can stimulate the emergence of a robust corporate governance system. This study utilizes the Nigerian business environment as its context and embraces a qualitative interpretivist research approach. This approach permitted the engagement of a qualitative content analysis (QCA) methodology to generate insights from interviewees. Findings from the study indicate that despite the high religiosity among Nigerians, religion has not stimulated the desired corporate governance system in Nigeria. The primary (...) explanation for this outcome is the presence of rational ordering over religious preferences thus highlighting the fact that religion, as presently understood and practiced by stakeholders, is inconsistent with the principles underpinning good corporate governance. In 1990 J-L. Krivine introduced the notion of storage operators. They are $\lambda$ -terms which simulate call-by-value in the call-by-name strategy and they can be used in order to modelize assignment instructions. J-L. Krivine has shown that there is a very simple second order type in AF2 type system for storage operators using Gödel translation of classical to intuitionistic logic. In order to modelize the control operators, J-L. Krivine has extended the system AF2 to the classical logic. In his system (...) the property of the unicity of integers representation is lost, but he has shown that storage operators typable in the system AF2 can be used to find the values of classical integers. In this paper, we present a new classical type system based on a logical system called mixed logic. We prove that in this system we can characterize, by types, the storage operators and the control operators. (shrink)

We prove that every storage operator is an S-storage operator. But the converse is not always true.

There are several features of Akkadian that set it apart from other Semitic languages. One such feature is the assumption of seven alefs that descended from Proto-Semitic phonemes, *ʔ, *h, *ʕ, *ɣ, *ħ, and sometimes *w and *j. The standard account is that they merged before being lost in nearly every environment. Additionally, ʔ3-5 interact with the low-back vowel, [a], producing [e]. Two other issues regarding the shift from [a] to [e] is which environments [e] surfaces in to be reanalyzed, (...) and the fact that there are several roots that have [e] and no apparent conditioning environment. In this article I provide a solution to these issues clarifying the conditioning environments obscured by Akkadian orthography and Semitic derivational morphology. I show that voicing assimilation alone is responsible for the different outcomes of *ħ and *ʕ, which have the same distribution. This assimilation has parallels in non-guttural roots such as *√ntn, which becomes √ndn in Akkadian. Whether *ʕ and *ħ surface as or depends less on the underlying form than on assimilation to the voicing value of the adjacent consonant radical. With this analysis, there is no reason left to reject Kowenburg’s theory that gutturals became glides which cause raising to [e], with the slight amendment that it is the voiced variant *ʕ alone which becomes a glide. In this paper, we present three methods to give the value of a classical integer in $\lambda\mu$ -calculus. The first method is an external method and gives the value and the false part of a normal classical integer. The second method uses a new reduction rule and gives as result the corresponding Church integer. The third method is the M. Parigot's method which uses the J.L. Krivine's storage operators.

Childhood adversity is associated with altered or dysregulated stress reactivity; these altered patterns of physiological functioning persist into adulthood. Evidence from both preclinical animal models and human neuroimaging studies indicates that early life experience differentially influences stressor-evoked activity within central visceral neural circuits proximally involved in the control of stress responses, including the subgenual anterior cingulate cortex (sgACC), paraventricular nucleus of the hypothalamus (PVN), bed nucleus of the stria terminalis (BNST) and amygdala. However, the relationship between childhood adversity and the (...) resting-state connectivity of this central visceral network remains unclear. To this end, we examined relationships between childhood threat and childhood socioeconomic deprivation, the resting-state connectivity between our regions of interest (ROIs), and affective symptom severity and diagnoses. We recruited a transdiagnostic sample of young adult males and females (n= 100; mean age = 27.28,SD= 3.99; 59 females) with a full distribution of maltreatment history and symptom severity across multiple affective disorders. Resting-state data were acquired using a 7.2-min functional magnetic resonance imaging (fMRI) sequence; noted ROIs were applied as masks to determine ROI-to-ROI connectivity. Threat was determined by measures of childhood traumatic events and abuse. Socioeconomic deprivation (SED) was determined by a measure of childhood socioeconomic status (parental education level). Covarying for age, race and sex, greater childhood threat was significantly associated with lower BNST-PVN, amygdala-sgACC and PVN-sgACC connectivity. No significant relationships were found between SED and resting-state connectivity. BNST-PVN connectivity was associated with the number of lifetime affective diagnoses. Exposure to threat during early development may entrain altered patterns of resting-state connectivity between these stress-related ROIs in ways that contribute to dysregulated neural and physiological responses to stress and subsequent affective psychopathology. The "hard problem" of today's consciousness studies is subjective experience: understanding why some brain processing is accompanied by an experienced inner life. Recent scientific advances offer insights for understanding the physiological and chemical phenomenology of consciousness. But by leaving aside the internal experiential nature of consciousness in favor of mapping neural activity, such science leaves many questions unanswered. In Ontology of Consciousness, scholars from a range of disciplines -- from neurophysiology to parapsychology, from mathematics to anthropology and indigenous non-Western modes (...) of thought -- go beyond these limits of current neuroscience research to explore insights offered by other intellectual approaches to consciousness. These scholars focus their attention on such philosophical approaches to consciousness as Tibetan Tantric Buddhism, North American Indian insights, pre-Columbian Mesoamerican civilization, and the Byzantine Empire. Some draw on artifacts and ethnographic data to make their point. Others translate cultural concepts of consciousness into modern scientific language using models and mathematical mappings. This paper expands Rami Ali’s dissolution of the gamer’s dilemma (Ethics Inf Technol 17:267-274, 2015). Morgan Luck’s gamer’s dilemma (Ethics Inf Technol 11(1):31-36, 2009) rests on our having diverging intuition when considering virtual murder and virtual child molestation in video games. Virtual murder is seemingly permissible, when virtual child molestation is not and there is no obvious morally relevant difference between the two. Ali argues that virtual murder and virtual child molestation are equally permissible/impermissible when considered under different modes of (...) engagement. To this end, Ali distinguishes between story-telling gameplay and simulation games, discussing both in depth. I build on the dissolution by looking into competitive gameplay in order to consider what the morally relevant difference between virtual murder and virtual child molestation might be when competing in a video game. I argue that when competitors consent to participate in a competition, the rules of the competition supersede everyday moral intuitions. As such, virtual competitions ought to represent such consent from virtual characters. Virtual children cannot be represented as giving consent to be molested because (1) children cannot be represented as giving sexual consent, and (2) consent to be possibly molested cannot be given. This creates a morally relevant difference between murder and molestation. By fully addressing competitive gameplay, I answer Luck’s worry that Ali’s dissolution is incomplete (Ethics Inf Technol 20:157-162, 2018). (shrink)

We claim that, as it stands, the Deutsch–Wallace–Everett approach to quantum theory is conceptually incoherent. This charge is based upon the approach’s reliance upon decoherence arguments that conflict with its own fundamental precepts regarding probabilistic reasoning in two respects. This conceptual conflict obtains even if the decoherence arguments deployed are aimed merely towards the establishment of certain ‘emergent’ or ‘robust’ structures within the wave function: To be relevant to physical science notions such as robustness must be empirically grounded, and, on (...) our analysis, this grounding can only plausibly be done in precisely the probabilistic terms that lead to conceptual conflict. Thus, the incoherence problems presented necessitate either the provision of a new, non-probabilistic empirical grounding for the notions of robustness and emergence in the context of decoherence, or the abandonment of the Deutsch–Wallace–Everett programme for quantum theory. This article aims to study the intersection between critical realism and complexity theories through the existing literature on complex systems via an engagement with Luhmann’s autopoiesis. With reference to the philosophies of substance and persistence, I build on previous critical realist scholarship and provide an explanation for what the literature has only noted as the limitations and potentials of autopoiesis for complex systems thinking and its compatibility with Critical Realism. By highlighting how Luhmann’s autopoiesis is not a trans-immanent/ perdurantist-exdurantist system, (...) I show first how a trans immanent system through the method of calibration entails a complex causation involving objects in the environment of systems and not just within their boundaries. Second, I explain how a trans-immanent system fits with CR via the Morphogenetic Régulation framework by exploring the theme of crisis in terms of the movement from inadequate to adequate understanding of objects. Dating apps like Tinder are designed to be played like a game. Users play by swiping left and right on others’ profiles to indicate whether they are romantically or sexually interested in them. They match with those who reciprocate their interest. The goal of the game is to match with as many people as possible, prioritizing rapid gratification over the pursuit of meaningful connections. Tinder’s design elements and monetization strategies incentivize users to prioritize gathering matches, replacing the complexity of actual (...) dating with a series of discrete decisions. Playing the matching game on Tinder makes dating more immediately gratifying, so users have started to play the game as an end in itself. The app becomes a source of entertainment instead of a means to build valuable connections. This also transforms the activity of dating as users spend time building appealing profiles and attempt to manipulate the algorithm to maximize their matching potential. Gamifying our romantic and sexual lives has negative consequences on people’s self-image since their personal worth becomes entwined with their success on the app. Individuals are reduced to mere players in the game, and the algorithm itself disproportionately favors users with conventional preferences. Gamification can be dangerous when the boundary between the game and real life blurs. (shrink)

In recent decades, non-representational approaches to mental phenomena and cognition have been gaining traction in cognitive science and philosophy of mind. In these alternative approach, mental representations either lose their central status or, in its most radical form, are banned completely. While there is growing agreement that non-representational accounts may succeed in explaining some cognitive capacities, there is widespread skepticism about the possibility of giving non-representational accounts of cognitive capacities such as memory, imagination or abstract thought. In this paper, I (...) will critically examine the view that there are fundamental limitations to non-representational explanations of cognition. Rather than challenging these arguments on general grounds, I will examine a set of human cognitive capacities that are generally thought to fall outside the scope of non-representational accounts, i.e. numerical cognition. After criticizing standard representational accounts of numerical cognition for their lack of explanatory power, I will argue that a non-representational approach that is inspired by radical enactivism offers the best hope for developing a genuine naturalistic explanatory account for these cognitive capacities. A fundamental tenet of Paul Feyerabend’s pluralistic view of science has it that theory proliferation, that is, the availability of theoretical alternatives, is of crucial importance for the detection of anomalies in established theories. Paul Hoyningen-Huene calls this the Anomaly Importation Thesis, according to which anomalies are imported, as it were, into well-established theories from competing alternatives. This article pursues two major objectives: (a) to work out the systematic details of Feyerabend’s ideas on theory proliferation and anomaly import as they (...) are presented in his early publications and his Against Method and (b) to compare Feyerabend’s ideas on theory proliferation and anomaly import with corresponding features in Popper’s critical rationalist philosophy of science. As it turns out, neither the Principle of Proliferation nor the Anomaly Importation Thesis are necessarily incompatible with critical rationalism. In spite of Feyerabend’s general anti-Popperian attitude, I argue that theoretical pluralism can be seen as an advancement of the critical rationalist philosophy and that critical rationalism provides good arguments for pluralism. The professions have focused considerable attention on developing codes of conduct. Despite their efforts there is considerable controversy regarding the propriety of professional codes of ethics. Many provisions of professional codes seem to exacerbate disputes between the profession and the public rather than providing a framework that satisfies the public''s desire for moral behavior.After examining three professional codes, we divide the provisions of professional codes into those provisions which urge professionals to avoid moral hazard, maintain professional courtesy and serve the (...) public interest. We note that whereas provisions urging the avoidance of moral hazard are uncontroversial, the public is suspicious of provisions protecting professional courtesy. Public interest provisions are controversial when the public and the profession disagree as to what is in the public interest. Based on these observations, we conclude with recommendations regarding the content of professional codes. (shrink)

A physically consistent semi-classical treatment of black holes requires universality arguments to deal with the ‘trans-Planckian’ problem where quantum spacetime effects appear to be amplified such that they undermine the entire semi-classical modelling framework. We evaluate three families of such arguments in comparison with Wilsonian renormalization group universality arguments found in the context of condensed matter physics. Our analysis is framed by the crucial distinction between robustness and universality. Particular emphasis is placed on the quality whereby the various arguments are (...) underpinned by ‘integrated’ notions of robustness and universality. Whereas the principal strength of Wilsonian universality arguments can be understood in terms of the presence of such integration, the principal weakness of all three universality arguments for Hawking radiation is its absence. A small but growing number of studies have aimed to understand, assess and reduce existential risks, or risks that threaten the continued existence of mankind. However, most attention has been focused on known and tangible risks. This paper proposes a heuristic for reducing the risk of black swan extinction events. These events are, as the name suggests, stochastic and unforeseen when they happen. Decision theory based on a fixed model of possible outcomes cannot properly deal with this kind of event. (...) Neither can probabilistic risk analysis. This paper will argue that the approach that is referred to as engineering safety could be applied to reducing the risk from black swan extinction events. It will also propose a conceptual sketch of how such a strategy may be implemented: isolated, self-sufficient, and continuously manned underground refuges. Some characteristics of such refuges are also described, in particular the psychosocial aspects. Furthermore, it is argued that this implementation of the engineering safety strategy safety barriers would be effective and plausible and could reduce the risk of an extinction event in a wide range of possible scenarios. Considering the staggering opportunity cost of an existential catastrophe, such strategies ought to be explored more vigorously. (shrink)

The purpose of this short chapter is to provide an accessible introduction to the problem.

BackgroundObtaining informed consent for participation in genomic research in low-income settings presents specific ethical issues requiring attention. These include the challenges that arise when providing information about unfamiliar and technical research methods, the implications of complicated infrastructure and data sharing requirements, and the potential consequences of future research with samples and data. This study investigated researchers’ and participants’ parents’ experiences of a consent process and understandings of a genome-wide association study of malaria involving children aged five and under in Mali. (...) It aimed to inform best practices in recruiting participants into genomic research.MethodsA qualitative rapid ethical assessment was undertaken. Fifty-five semi-structured interviews were conducted with the parents of research participants. An additional nine semi-structured interviews were conducted with senior research scientists, research assistants and with a member of an ethics committee. A focus group with five parents of research participants and direct observations of four consent processes were also conducted. French and translated English transcripts were descriptively and thematically coded using OpenCode software.ResultsParticipants’ parents in the MalariaGEN study had differing understandings of the causes of malaria, the rationale for collecting blood samples, the purposes of the study and the kinds of information the study would generate. Genomic aspects of the research, including the gene/environment interaction underlying susceptibility or resistance to severe malaria, proved particularly challenging to explain and understand.ConclusionsThis study identifies a number of areas to be addressed in the design of consent processes for genomic research, some of which require careful ethical analysis. These include determining how much information should be provided about differing aspects of the research and how best to promote understandings of genomic research. We conclude that it is important to build capacity in the design and conduct of effective and appropriate consent processes for genomic research in low and middle-income settings. Additionally, consideration should be given to the role of review committees and community consultation activities in protecting the interests of participants in genomic research. (shrink)

Matti Häyry presents a new ethical theory that he calls “conflict-responsive need-based negative utilitarianism.”1 In this commentary, I present my critical observations on his main points against the more general background of utilitarianism and theories of value.

This collection of new essays interprets and critically evaluates the philosophy of Paul Feyerabend. It offers innovative historical scholarship on Feyerabend's take on topics such as realism, empiricism, mimesis, voluntarism, pluralism, materialism, and the mind-body problem, as well as certain debates in the philosophy of physics. Econophysics is a new and exciting cross-disciplinary research field that applies models and modelling techniques from statistical physics to economic systems. It is not, however, without its critics: prominent figures in more mainstream economic theory have criticized some elements of the methodology of econophysics. One of the main lines of criticism concerns the nature of the modelling assumptions and idealizations involved, and a particular target are ‘kinetic exchange’ approaches used to model the emergence of inequality within the distribution of individual (...) monetary income. This article will consider such models in detail, and assess the warrant of the criticisms drawing upon the philosophical literature on modelling and idealization. In this essay, I explore ethical considerations that might arise from the use of collaborative filtering algorithms on dating apps. Collaborative filtering algorithms can predict the preferences of a target user by looking at the past behavior of similar users. By recommending products through this process, they can influence the news we read, the movies we watch, and more. They are extremely powerful and effective on platforms like Amazon and Google. Recommender systems on dating apps are likely to group people (...) by race, since they exhibit similar patterns of behavior: users on dating platforms seem to segregate themselves based on race, exclude certain races from romantic and sexual consideration, and generally show a preference for white men and women. As collaborative filtering algorithms learn from these patterns to predict preferences and build recommendations, they can homogenize the behavior of dating app users and exacerbate biased sexual and romantic behavior. Symplectic reduction is a formal process through which degeneracy within the mathematical representations of physical systems displaying gauge symmetry can be controlled via the construction of a reduced phase space. Typically such reduced spaces provide us with a formalism for representing both instantaneous states and evolution uniquely and for this reason can be justifiably afforded the status of fun- damental dynamical arena - the otiose structure having been eliminated from the original phase space. Essential to the application of symplectic reduction (...) is the precept that the first class constraints are the relevant gauge generators. This prescription becomes highly problematic for reparameterization invariant theories within which the Hamiltonian itself is a constraint; not least because it would seem to render prima facie distinct stages of a history physically identical and observable functions changeless. Here we will consider this problem of time within non-relativistic me- chanical theory with a view to both more fully understanding the temporal struc- ture of these timeless theories and better appreciating the corresponding issues in relativistic mechanics. For the case of nonrelativistic reparameterization invariant theory application of symplectic reduction will be demonstrated to be both unnec- essary; since the degeneracy involved is benign; and inappropriate; since it leads to a trivial theory. With this anti-reductive position established we will then examine two rival methodologies for consistently representing change and observable func- tions within the original phase space before evaluating the relevant philosophical implications. We will conclude with a preview of the case against symplectic re- duction being applied to canonical general relativity. (shrink)

Embodied and extended cognition is a relatively new paradigm within cognitive science that challenges the basic tenet of classical cognitive science, viz. cognition consists in building and manipulating internal representations. Some of the pioneers of embodied cognitive science have claimed that this new way of conceptualizing cognition puts pressure on epistemological and ontological realism. In this paper I will argue that such anti-realist conclusions do not follow from the basic assumptions of radical embodied cognitive science. Artificial intelligence is becoming part of our everyday experience and is expected to be ever more integrated into ordinary life for many years to come. Thus, it is important for those in product development, research, and public policy to understand how the public’s perception of AI is shaped. In this study, we conducted focus groups and an online survey to determine the knowledge of AI held by the American public, and to judge whether entertainment media is a major influence on (...) how Americans perceive AI. What we found is that the American public’s knowledge of AI is patchy: some have a good understanding of what is and what is not AI, but many do not. When it came to understanding what AI can do, most respondents believe that AI could “replace human jobs” but few thought that it could “feel emotion.” Most respondents were optimistic about the future and impact of AI, though about one third were not sure. Most respondents also did not think they could develop an emotional bond with or be comfortable being provided care by an AI. Regarding the influence of entertainment media on perceptions of AI, we found a significant relationship between people’s beliefs about AI in entertainment media and their beliefs about AI in reality. Those who believe AI is realistically depicted in entertainment media were more likely to see AIs as potential emotional partners or apocalyptic robots than to imagine AIs taking over jobs or operating as surveillance tools. Starting from a generalized Hamilton-Jacobi formalism, we develop a new framework for constructing observables and their evolution in theories invariant under global time reparametrizations. Our proposal relaxes the usual Dirac prescription for the observables of a totally constrained system and allows one to recover the influential partial and complete observables approach in a particular limit. Difficulties such as the non-unitary evolution of the complete observables in terms of certain partial observables are explained as a breakdown of this limit. Identification of (...) our observables relies upon a physical distinction between gauge symmetries that exist at the level of histories and states, and those that exist at the level of histories and not states. This distinction resolves a tension in the literature concerning the physical interpretation of the partial observables and allows for a richer class of observables in the quantum theory. There is the potential for the application of our proposal to the quantization of gravity when understood in terms of the Shape Dynamics formalism. (shrink)

As we learn more about the human brain, novel biotechnological means to modulate human behaviour and emotional dispositions become possible. These technologies could be used to enhance our morality. Moral bioenhancement, an instance of human enhancement, alters a person’s dispositions, emotions or behaviour in order to make that person more moral. I will argue that moral bioenhancement could be carried out in three different ways. The first strategy, well known from science fiction, is behavioural enhancement. The second strategy, favoured by (...) prominent defenders of moral bioenhancement, is emotional enhancement. The third strategy is the enhancement of moral dispositions, such as empathy and inequity aversion. I will argue that we ought to implement a combination of the second and third strategies. Furthermore, I will argue that the usual arguments against other instances of human enhancement do not apply to moral bioenhancement, or apply only to the first strategy, behavioural enhancement. In 1981 Unruh proposed that fluid mechanical experiments could be used to probe key aspects of the quantum phenomenology of black holes. In particular, he claimed that an analogue to Hawking radiation could be created within a fluid mechanical `dumb hole', with the event horizon replaced by a sonic horizon. Since then an entire sub-field of `analogue gravity' has been created. In 2016 Steinhauer reported the experimental observation of quantum Hawking radiation and its entanglement in a Bose-Einstein condensate analogue black (...) hole. What can we learn from such analogue experiments? In particular, in what sense can they provide evidence of novel phenomena such as black hole Hawking radiation? (shrink)

Brain machine interface (BMI) technology makes direct communication between the brain and a machine possible by means of electrodes. This paper reviews the existing and emerging technologies in this field and offers a systematic inquiry into the relevant ethical problems that are likely to emerge in the following decades.
